From supplier's perspective

Supplier can see offer form, edit it and finally submit only if all required fields are filled

If he's changed his mind - he can bring submitted offer back to draft and update it. But only before offer deadline. If deadline is met, he can no longer make changes to submitted offer or submit it

From your organization's perspective

Only participants that joined tender may add their offers. Only valid offers with filled required fields and pricelists may be submitted. Submitting offers is allowed only before offer deadline

Until offier deadline - you may only see the status of prepared offers. Submitted offers contents are available only after tender offer deadline
